Frank J. McGovern joined Title Resources Guaranty Company in January 2012 as Northeast Underwriting Counsel. He started his title career in 1997, as an attorney and title agent with a real estate firm and title insurance agency. Frank has also worked for a Regional Underwriter as General Counsel/Underwriting Counsel/Corporate Secretary and he has worked with two national title insurance companies as an Underwriting Counsel.

Frank has been a presenter at numerous seminars on title insurance for CE/CLE credit. He was awarded the professional designation of Certified Land Title Professional by the Pennsylvania Land Title Association (PLTA). Frank is currently the Vice President of the PLTA and a member of the Education Committee and the Legislative and Judicial Committee. Frank is a member of the American Land Title Association’s Education Committee, Government Affairs Committee, Title Counsel Committee, and Title Action Network, a group formed to communicate with state and federal legislators on issues affecting the land title industry. He is the Past President of the Eastern District of Pennsylvania Chapter of the Federal Bar Association and Vice Chair of the Veterans and Military Law Section of the Federal Bar Association. In 2004, he was selected by the Legal Intelligencer and the Pennsylvania Law Weekly as one of Pennsylvania’s “Lawyers on the Fast Track,” a designation given to only 35 lawyers throughout the Commonwealth under the age of 40 determined to have influenced the legal community based on their development of the law, commitment to the community and service to the bar.

Frank is also active in his community as a coach and scout leader.

Frank is a graduate of Widener University where he earned a B.S., magna cum laude, M.B.A., and J.D. In addition, he received a M.S. from the London School of Economics. He was a first team Academic All American in college in Cross Country and Track.

He is licensed to practice law in Pennsylvania and New Jersey.

He is a Lieutenant Colonel in the Pennsylvania Army National Guard.
